I am commanded by the Army Council to acknowledge the receipt of your letter No. P. 718 of the 3rd larch and to state that, generally speaking, the Council are in agreement with the proposals outlined in the telegram from the Govern- ment of India dated the 24th February.

There are certain points, however, in connection with these suggestions which I am to bring to your notice.

The Council are of opinion that the Government of India should appoint, pay and control, the officer why is to act as Indian adviser in connection with seditious intrigues in the Far East. Un the ther hand, since neither the Govern- ment of India nor this officer can control and direct all measures to combat such intrigues owing to the fact that the local authorities are under the Home Government, the variou departments of which are directly concerned in the matter, it is suggested that this officer shall act in an advisory capacity to the various local authorities concerned in regard to the executive measures which they must take. He will, no doubt, also be able to assist them in the selection of agents. Agents should as a general rule, be directly under, and report to, the local aut orities, whỏ will be respon- sible for the communication of information to one another and to the Home and Indian Governments. In view of the recent appointment of a special officer to deal with Indian sedi- tion in Canada and the United States, it appears to the Coun- cil to be very inadvisable that the proposed advisor should in any way operate in these two countries.

In the existing circumstances the Council venture to deprecate any reduction in the authority of the General Officer Commanding, Singapore, who, with the Naval Commander- in-Chief, has hitherto controlled with great skill and suc- cess any measures taken to combat German and Indian intrigues in the Far East.

Finally, it is suggested that representatives of the various Government Offices concerned should meet, at as early a date as possible, to consider the details of the proposal.
